Charter of the ISGC Adopted

On 20 July 2026, the Charter of the International Security of Governance Council was formally adopted under the authority of ARGA. The Charter is the supreme governing instrument of the Council: no subordinate regulation, procedure, or decision of any organ of the Council may derogate from its provisions.

The Charter defines the Council's mission and mandate, establishes the categories of membership and the procedures for appointment and termination, sets out the decision-making procedures of the Plenary and its subsidiary bodies, and fixes the ethical standards binding on every member, advisor, and member of staff.

The Charter does not stand alone. Together with the Regulations on Composition, Appointment, and Termination, the Code of Ethics and Conflict of Interest, and the Procedure for Publications and Forums, it forms a single, indivisible constitutional framework. Each instrument is to be read and applied in light of the others; none may be invoked selectively.

The adoption of this framework in advance of the Council's substantive work — before any member is appointed or any opinion issued — reflects a deliberate sequencing: the rules precede the practice, not the reverse.
