The Council treats the rule of law as a substantive guarantee, not a procedural formality: a state that observes the letter of its own statutes while using them to punish dissent, silence rivals, or dispossess the vulnerable has not satisfied the rule of law — it has defeated it. The Council extends no deference to power, office, or status in its assessment of whether that guarantee has been honoured.
Expose and condemn lawfare
The strategic misuse of legal systems for political or economic coercion, including abusive prosecutions, manipulation of extradition mechanisms and international arrest warrants, and weaponised anti-corruption enforcement.
Monitor judicial independence
Continuous scrutiny of extradition abuse, politically motivated prosecutions, and the erosion of rule-of-law safeguards, with particular attention to transitional states.
Develop international standards
Codify best practices, model legislation, and procedural guidelines for the protection of governance security.
Issue early warnings and recommendations
Graded alerts and specific recommendations addressed to international bodies and concerned states.
