Four principles govern every act of the Council. They admit no exception.
Scientific Precision
Where proof is insufficient, the Council says so.
Every conclusion rests on verified, documented evidence; where proof is insufficient, the Council says so and draws no inference. Findings are calibrated to the strength of the underlying record, and speculation is never presented as fact.
Neutrality & Impartiality
Its loyalty lies with the law alone.
The same legal standards apply uniformly to every subject of scrutiny, regardless of size, alliance, or influence. The Council's loyalty lies with the law alone, not with any state, bloc, or interest that invokes it.
Transparency
Confidentiality must be narrowly justified and time-limited.
Proceedings, reports, and decisions are public by default. Any departure from that default must be narrowly justified, time-limited, and disclosed in its existence even where its substance is withheld.
