THE COUNCIL

Expert Council

The supreme deliberative body of the ISGC — composed of up to 25 members of exceptional expertise and integrity, appointed by the ARGA Executive Board upon recommendation of an independent Nominating Committee.

The Expert Council adopts conclusions, recommendations, expert positions, and doctrines; its decisions bind all organs of the Council.

Leadership

Sergei Khrabrykh

President of ARGA

Human rights defender and expert in international law, human rights protection, and extradition law. Leads strategically complex cases in zones of legal risk, assisting entrepreneurs, political refugees, journalists, and activists under pressure from state structures. Specialises in submissions to INTERPOL, Red Notice removal, anti-extradition strategy, and asset protection under sanctions pressure.

EXPERTS OF THE ARGA–ISGC NETWORK

The Council draws on the multidisciplinary expert network of the ARGA Association — lawyers, analysts, financial specialists, and researchers across Europe, the CIS, Asia, and the Middle East. Formal appointments to the Expert Council are published upon completion of the nomination procedure.
