Committees & Working Groups

Standing committees, working groups, and special rapporteurs carry out the Council's mandate between plenary sessions.

GOVERNANCE

Plenary

The supreme decision-making body of all Full Members.

Steering Committee

Seven Full Members elected for three years; governs between sessions.

Chairperson & Vice-Chairperson

Preside over sessions and represent the Council.

Secretary-General & Secretariat

Chief administrative officer and professional staff.

STANDING COMMITTEES

Nominating Committee

Three independent external experts

Conducts the global search and recommends candidates for membership.

Ethics Committee

Three Full Members elected by the Plenary

Enforces the Code of Ethics and Conflict of Interest, investigates violations, and recommends sanctions.

Standing Committee on Research and Analysis

Full Members with research responsibility

Initiates, reviews, and approves Deliverables; oversees scoping and peer review.

Editorial Board

At least seven members with recognised expertise

Manages peer review and publication of all research and doctrines.

Implementation Committee

Full Members with monitoring responsibility

Monitors compliance with the outcomes of Forums and Roundtables; issues quarterly compliance reports.

Awards Committee

Five members appointed by the Chair

Evaluates nominations for the Council's awards and distinctions.

WORKING GROUPS & SPECIAL RAPPORTEURS

Working Groups

Address specific thematic issues — such as extradition, sanctions abuse, and digital surveillance — and produce expert opinions, technical guidelines, and model legislation.

Special Rapporteurs

Appointed for up to two years to conduct independent investigations with full autonomy within their mandate.

EXTERNAL OVERSIGHT

Audit and Ethics Review Panel

Five members appointed by the ARGA Executive Board with no prior affiliation to the Council; conducts annual independent reviews and publishes oversight reports.

Data Protection Officer

Functionally independent; oversees the confidentiality and data-handling framework.
