Composition & Membership
Membership of the Council is defined exclusively by its governing instruments. Every appointment follows a transparent, meritocratic procedure.
Full Members
Up to 25 individuals of exceptional expertise; full voting rights; 4-year terms, renewable once; must be independent of any government or political party.
Associate Members
Experts invited for specialised contributions; no general voting rights, though voting rights may be granted on specific matters; 2-year terms.
Observers
Representatives of intergovernmental organisations, academic institutions, or civil society, invited by the Steering Committee; attend open sessions without voting rights.
Ex-Officio Members
Up to 3 designated representatives of ARGA leadership; participatory rights without a vote unless granted by two-thirds of Full Members.
Global search and shortlist
Conducted by an independent Nominating Committee composed of three experts external to ARGA and the Council.
Public shortlist and evaluation
Evaluation of qualifications and conflicts of interest of shortlisted candidates.
Appointment
By the ARGA Executive Board upon the Nominating Committee's recommendation.
Term of office
Full Members serve 4-year terms, renewable once. Associate Members serve 2-year terms. Terms may be renewed only through the same procedure by which the original appointment was made.
Termination of membership
Membership terminates exclusively by resignation, expiry of term without renewal, removal for cause by qualified majority of Full Members, or incapacity to perform the duties of office.
