ARGA Establishes the International Security of Governance Council

The ASYLUM RESEARCH & GLOBAL ASSISTANCE Association (ARGA) has adopted the Founding Resolution and Order on the Establishment of the International Security of Governance Council (ISGC), effective 21 July 2026. The Resolution creates the Council as a permanent, autonomous expert forum operating under ARGA's authority, with its own governing instruments, membership, and working procedures.

The Council's purpose is to identify, analyse, and counter lawfare, judicial abuse, and the strategic misuse of legal systems for political or economic coercion. Its mandate extends to the continuous monitoring of judicial independence, extradition proceedings, and politically motivated prosecutions, with particular attention to transitional states, and to the development of international standards for the protection of governance security.

The ISGC does not operate in isolation. It forms part of the wider ARGA ecosystem, working alongside the ARGA Observatory, which conducts continuous monitoring of governance and rights conditions, and the ARGA Atlas platform, which maps governance security data across jurisdictions. Where the Observatory and Atlas provide ongoing empirical monitoring, the Council provides the expert deliberative and advisory function: adopting conclusions, issuing advisory opinions, and setting standards on the basis of that evidence.

ARGA itself is registered in the United Nations system (UNGM ID: 1232417) and is a participant in the United Nations Global Compact (ID: 213173). The establishment of the Council extends this institutional standing into a dedicated body focused specifically on the security of governance structures — a field ARGA's leadership has identified as requiring sustained, independent, and legally rigorous attention distinct from its broader human rights and asylum work.
